Can not reinstall Windows 10, Windows Setup could not reinitialize the deployment engine

I performed a sfc/scannow and then a chkdsk /f /r c: but both scans were not completing. The sfc scan would share this message: Windows resource protection could not perform the requested operation, while the chkdsk scan would stop because of this message:
